Background of the study
Language innovation among youth is increasingly viewed as a critical element in sustaining and revitalizing indigenous languages. In Calabar, the Efik language is undergoing transformative changes influenced by policy-driven initiatives that encourage modernization and creative adaptation. These policies, implemented by educational authorities and cultural agencies, aim to integrate modern terminologies and digital communication practices into traditional Efik, thereby making it more accessible and relevant to younger generations (Udo, 2023). Initiatives include the incorporation of digital media tools in language education, support for creative content production, and the development of new curricula that reflect contemporary cultural realities (Anyanwu, 2024). These efforts are designed to bridge the gap between heritage and modernity, ensuring that the language remains vibrant in the face of rapid technological and cultural changes. However, balancing innovation with the preservation of linguistic integrity presents significant challenges. This study explores the extent to which policy-driven language innovation influences Efik language use among youth, evaluating both the successes and limitations of current strategies. It draws on case studies, policy documents, and surveys among young language users to provide a comprehensive picture of the evolving linguistic landscape (Ekanem, 2023; Udo, 2023).

Statement of the problem
Despite targeted policy efforts to drive language innovation among youth in Calabar, the Efik language faces challenges in achieving widespread adoption of modernized forms. Resistance from traditionalists, inconsistencies in policy implementation, and limited integration of innovative practices in educational settings contribute to a fragmented linguistic landscape (Ekanem, 2023). Moreover, the rapid evolution of digital communication further complicates efforts to standardize innovative language usage, potentially diluting traditional structures (Udo, 2023). This study seeks to identify the obstacles hindering effective policy-driven language innovation and to propose measures that reconcile modern influences with the preservation of Efik linguistic heritage (Anyanwu, 2024).

Objectives of the study:

  1. To assess the impact of policy-driven initiatives on Efik language innovation among youth.
  2. To identify challenges in implementing these language policies.
  3. To propose strategies for enhancing innovative language practices while preserving linguistic heritage.

Research questions:

  1. How have policy-driven initiatives influenced Efik language innovation among youth in Calabar?
  2. What challenges hinder the effective implementation of these policies?
  3. What measures can balance language innovation with the preservation of traditional Efik forms?

Significance of the study
This study is significant as it evaluates the role of policy in fostering language innovation within the Efik language among youth in Calabar. The findings will provide valuable insights for educators, policymakers, and cultural leaders by highlighting effective strategies and identifying areas for improvement. Enhancing innovative language practices can contribute to the sustainability and relevance of Efik in modern contexts, ensuring that youth engagement remains vibrant and authentic (Udo, 2023; Anyanwu, 2024).

Scope and limitations of the study:
This study is limited to the assessment of policy-driven language innovation in Efik among youth in Calabar. It focuses exclusively on policy initiatives and youth engagement within Calabar.

Definitions of terms:

  • Language innovation: The process of adapting and creating new forms of language usage.
  • Policy-driven: Initiatives that are initiated or influenced by governmental or institutional policies.
  • Efik language: The indigenous language of the Efik people, central to Calabar’s cultural identity.
